How Estate Intelligence works
How Estate Intelligence reads five official records around a care estate, decides which nearby homes are comparable, and handles a dispute.
How it works, in plain words
This page says how Estate Intelligence decides what to send and how it describes it, so any line in a briefing can be traced back to a rule. Every briefing links here. We do not publish the exact weights, and the evidence record attached to each email shows how every line was scored.
Method version EI-1.2, in force from 10 September 2026, a draft until the founding groups have used it and the media and IP solicitor has signed it off. EI-1.1 stays on record for briefings sent before that date.
What is read
The CQC register every day with every state kept, and the register's periodic files for beds, manager status and rating dates. Companies House and the Gazette for the company behind each provider, including corporate owners, charges and insolvency cases. The Food Standards Agency for the kitchen. The Charity Commission for charitable providers. The Home Office register of licensed sponsors, matched to providers with a company number and re-read before every send. Payment practices reports for the large groups that must file them. Nothing else. Review sites, job adverts, planning applications, occupancy and fees are not read, some because they are not licensed for this use and some because they are not published.
The catchment
A circle around each of your homes, from the coordinates the register publishes. One to five miles, set by you. The radius you chose is stated on every briefing.
Two assessments per home
Estate attention asks whether something happened to one of your own homes. Market movement asks whether something changed nearby that creates opportunity or pressure. They are never combined into one score, because "a home is high" and "a home has a new manager and three nearby providers changed" are different statements.
Comparable, not merely nearby
Before a nearby location can raise an opportunity or a pressure item it is scored against your home on nursing status, specialisms, distance and scale, from the register's own profile of each location. Pairs above the line are comparable. Pairs below it are nearby, not comparable, and stay in the evidence record with their score and reasons, so a regional director who reads a market differently can see where the line was drawn.
The five classes
Estate action, something happened to one of your own homes. Opportunity, a comparable competitor weakened. Pressure, a comparable competitor strengthened or comparable capacity arrived. New supply, capacity arrived that is not directly comparable. Watch, worth knowing, not worth a call. Routine company filings are context and are never rendered as items.
One event, one assessment
A change at a provider that affects several of your homes is one event with the affected homes listed, never the same item repeated eight times.
The form of every line
Two visibly separate parts. The source fact, with the identifier, the publisher, the exact event, the event date, the date Harrier checked it, a link and any qualification. Then Harrier's assessment, labelled with this method version, described as a monitoring classification and never a regulator's finding or a credit rating.
Words the method refuses
Any word that says a business is in trouble, at risk, about to close or a target. A charge is a charge, never new debt. A deactivation is not a closure. A provider leaving the sponsor register is reported as no longer appearing, never as revoked. A rating older than six years is reported with its date, never as due an inspection. A provider change is not a sale. A petition is not an order. Officer changes are appointments and terminations recorded in the period, never turnover of people. Pressure describes your market, never a named home.
People
Harrier does not retain or display natural-person names or direct personal contact details in Estate Intelligence. Managers appear as a status with a date, never a name.
Review before sending
While the briefing is new every High item, and every insolvency, deactivation or Inadequate item, is read by a person before it is sent.
If a line is disputed
Write to hello@harriersignals.co.uk with the item reference. The source is rechecked promptly, the item is held while it is checked, and every customer who received a material error is told.
